| National Conference of State Legislatures Supports ANWR |

TAMPA - December in their fall business forum in Tampa, Florida the National Conference of State Legislatures (NCSL) passed a pro-development ANWR resolution in support of increasing domestic energy production and reducing oil imports. Alaskan State Representative Dan Saddler of Eagle River introduced the resolution to the national body on behalf of Alaska.
The Alaska State Legislature, Alaska congressional delegation and Governors office all strongly support development in the 10-02 Area of ANWR. The NCSL has held hearings on the ANWR issue a number of times in the past , most recently in an NCSL meeting in San Antonio in August. The resolution failed to achieve debate due to time constraints. The Agriculture and Energy Committee is the body that initially passed the resolution in Tampa which was then moved to the greater NCSL Assembly for voting. As a norm, policy positions that have been recommended by committees to the greater body are generally passed and become part of the over all policy of the group when energy is debated on the national level. A three-fourths majority is needed pass a resolution. The grass roots effect of this resolution will be carried to Washington by groups like Arctic Power in their effort to move Congressmen from states whose state legislators supported the NCSL ANWR resolution. The resolution was very simple in its wording: “The oil and natural gas industry is central to the security and future of the United States; NCSL supports conservation and use of alternative fuels, but additionally believes that for the foreseeable future increased domestic oil production is essential to meet the nation’s energy requirements. Increasing domestic energy production while at the same time reducing dependence on foreign supplies are the best way to meet our strategic and economic well-being.
